そうですね。ちゃんと読んでいなかったようです。
custom-1.9962のcustom.elの中にも以下の記述がありました。

;; IMPORTANT: This version of custom is for Emacs 19.34 and XEmacs
;; 19.15 - 20.2 only.  If you use Emacs 20.1, XEmacs 20.3, or anything
;; newer, please use the version of custom bundled with your emacs.

Meadow 1.15はEmacs20.7なので、このcustom-1.9962は使えないという
ことになります。

> と書いてあります。つまり、バージョン番号はともかく、1.9962 より
> Emacs 20.4 以降付属の custom の方が新しい可能性が大です。

という記述だけを見て、古いのかなと思っていました。
（JDEEは、custom 1.996以上を要求しているので）
