しか、文法的に許されないというエラーが発生しました。

難しくいうとthatは、非制限用法には用いることができない関係代名詞です。
簡単にいうと、thatのまえに,はつけられません。

で、

Implement on-memory image, which is composed of

か、

Implement on-memory image that is composed of

の意味はかなり違いまして、おそらく前者を意味しているものと思われます。

私なら、

Implement on-memory image in bool-vector or vector.

と、書きますでしょうか(意味が結構違うけど、もともとそういう意味だよね^^;;;)。
